New Jersey has a large dioxin site on the Passaic River in Newark, NJ, the Diamond Shamrock Superfund Site. Soil at the site is permitted at 1000 parts per trillion (ppt) of 2,3,7,8-TCDD but it is actively managed to keep groundwater from escaping. No one is walking around on it. This was decided in 1987 when they probably didn't have a place to take the contaminated soil. USEPA's Record of Decision (yet to be implemented) for the river is a bank to bank dredge and cap of sediment with a goal of achieving a sediment concentration of 7 ppt for the protection of aquatic life and the protection of human health risks based on fish consumption.
